Concept drift, because the relationship between inputs and the correct answer changed, When the inputs look the same but the correct answer for those inputs has changed, P(Y given X) has shifted. That is concept drift, and it is the hardest to catch because you can only see it through outcomes, not inputs.

Why do mature platforms monitor prediction drift and data drift before they rely on measured accuracy?

Because ground-truth labels arrive late, so proxy signals are the only early warning you get, True accuracy needs labels, and labels can lag by weeks or months (a chargeback lands 30 to 90 days later). Data drift and prediction drift need no labels, so they are the fast proxy signals you act on while ground truth catches up.

A feature's PSI against the frozen training reference comes back at 0.31. What does that tell you?

A significant shift that crosses the alert threshold, PSI thresholds are well known: under 0.10 is stable, 0.10 to 0.25 is a moderate shift, and above 0.25 is a significant shift that should trigger an alert. A PSI of 0.31 is in the significant band. It measures input distribution shift, not accuracy directly.
